December 2007 - November 2008

1) Settlements in the West Bank (not including East Jerusalem):
• 1,647 New Construction Starts
- according to the official data of the Israeli CBS, however this number only includes the legal construction from January to September, 2008.
Peace Now estimates that the complete number is approx 2,000 housing units, plus approx 500 illegal housing units.
In comparison: in 2007 the total number was 1,389 new housing units, and in 2006 – 1,524.
Thus in 2008, only up until November we can already see a growth in construction starts.
• New Tenders for 539 new Housing Units were published (In areas such as Ariel, Elkana, Efrat, Beitar Illit etc.)
In Comparison: in 2007 there were tenders for 65 housing units, and in 2006 for 919.
• At least 400 new Caravans (mobile homes) were built in both the outposts and settlements. Peace Now’s Aerial and ground surveys prove that the majority of caravans were placed in these areas illegally. 

2) East Jerusalem:
• There is no official data regarding the number of construction starts in East Jerusalem.
The Ministry of Housing’s data shows that the number of construction starts in the entire Jerusalem District is 1,182.
Peace Now research shows that approx. 900 of these can be found in East Jerusalem (this data doesn’t include private construction).
• New Tenders for 1,761 Housing Units in East Jerusalem were published.
In comparison: in 2007 there were tenders for 46 housing units, and in 2006 for 432.
